Reflections on Open Government Data Standards / principles / measures


Description

The 2nd session surrounds the questions Open Government Data standards, principles and measures. Do we need global open government data standards? Do they exist already? Are the existing sets of principles and recommendations, developed by the OGD comunity good enough? Whats missing? How do technical standards and policy guidelines relate to each other? The session will start with two short presentations followed by a plenary debate including key people of the OGD movement and conclude in an open debate with the audience.

Part I: Open Government Data standards / principles / measures – short inputs (20min)

  • Global Open Data Standards by Martin Tisne (Omidyar Network), 10min

Description: The current enthusiasm for open data and the frenetic pace at which initiatives are being developed presents both an opportunity and challenge: how can we ensure that countries are pulled towards the top? By far the most popular Open Government Partnership commitment involves countries setting up open data initiatives or open data portals. How can we ensure that these help serve intended beneficiaries and are used? Is there a need for a set of principles (a ‘how to’ guide for open data) or a technical data standard to better enable the flow of information, or both? There are two meanings to the term ‘standards’ that bear distinguishing: (1) a standard as a set of guiding principles that can serve to benchmark progress and enable monitoring; (2) a technical data standard that enables the sharing, comparison and better accessibility of information.

  • Open Data Policy Guidelines by John Wonderlich (Sunlight Foundation), 10min

Description: John will introduce the new Open Data Policy Guidelines developed by the Sunlight Foundation as a broad vision of the kinds of challenges that open data policies can address.
